Obviously, Tara is not dead.

Tara did not return to Willow following their conversation in the coffee shop. Therefore, she was not there when Buffy was shot by Warren. Willow did, however, go after Warren - but she was summarily stopped about the time that she was attacking the robot on the bus. Without the influence of Tara being dead, it was much easier to talk Willow down, so to speak. They sent her off to England to study with the coven.

Tara helped Buffy and the Scoobies off and on for the next year, until her graduation from UCSD, and the subsequent fall of Sunnydale. Willow did hook up with Kennedy, with Tara's blessing, even.

After Sunnydale, Buffy and the scoobies relocated to help train the Slayers that they had unleashed upon the world. Tara hung around them - after all, they were the only friends she'd really ever had.

However, one night while training a bunch of new Slayers, Kennedy died. After Kennedy's death, Willow became ... obsessed with trying to get Tara back, and Tara couldn't take it, so she moved to Salem, Massachusetts((fandom_towers)). Willow couldn't take what she saw as abandonment and betrayal, and in her distress caused an accidental spell which convinced everyone Tara was dead.

Tara went to Salem, and met and fell in love with Hermione. Everything was well and good until Dawn moved to the Towers. Dawn was confused, to say the least, when she found Tara working at Akasha, her magiv shop. However, after a phone call to Willow, and a subsequent visit from the red-headed witch, the spell was discovered, broken, and then explained.

After a while longer at the Towers, Hermione and Tara grew restless. Akasha wasn't exactly the booming business. When Willow told her that Giles was looking for help in Small Town, USA Tara convinced Hermione they should go to help.
